Henan: Strengthen Risk Assessment and Ensure Implementation at the Post and Task Levels

　　Recently, the Henan Provincial Safety Committee Office issued the “Notice on Strengthening Safety Risk Assessment and Precision Risk Control,” requiring all levels and departments to treat safety risk assessment as a prerequisite for production safety. It calls for enhanced efforts in conducting regular comprehensive risk assessments, specialized evaluations of major safety risks, daily risk reviews at the workplace level, and on-site risk assessments for hazardous operations, thereby ensuring that all requirements of the dual-prevention system are implemented down to the specific post, task, and smallest operational unit.
　　
　　The notice requires that, at each level of government, the standing executive meetings and the meetings of the Work Safety Committee shall conduct comprehensive risk assessments for workplace safety within their respective jurisdictions on a quarterly basis. All departments entrusted with work safety supervision and management responsibilities, as well as all enterprises, shall carry out monthly risk assessments specific to their respective industries and their own organizations.
　　
　　The notice clarifies that, in the event of major holidays, significant climate changes, important events, large-scale projects, or extremely serious accidents, governments at all levels and all departments responsible for work safety supervision and management shall organize special assessments of safety risks and carry out targeted inspections and rectifications. Enterprises, when encountering high-risk operations, major hazard sources, or significant potential hazards during production and business activities; or when experiencing non‑routine, major changes such as production shutdowns for rectification, resumption of production, process upgrades, or centralized maintenance; or when a major accident occurs within the same industry, shall promptly conduct specialized risk assessments and implement tailored, focused arrangements. At the same time, leading cadres at all levels and work safety supervisors shall, from their respective positions, engage in “accident scenario planning,” regularly assess safety risks within their areas of responsibility, and take measures to address the most concerning issues, strengthen weak links, and continuously enhance the effectiveness of government oversight.
　　
　　The notice emphasizes that when enterprises carry out blasting, lifting, hot work, temporary electrical work, confined-space operations, and other hazardous operations prescribed by national or industry standards, they must conduct on-site identification and analysis of potential hazards prior to commencing the work, strengthen on-site safety management, and rigorously implement all on-site safety control measures.
