The State Council’s Work Safety Committee has launched the first round of expert guidance services this year for key counties with high risks related to hazardous chemicals.

To prevent and control major safety risks associated with hazardous chemicals, ensure robust safety measures during critical periods such as the Two Sessions, and promote the thorough implementation of key national priorities for hazardous chemical safety oversight in 2023, the Office of the State Council Work Safety Committee recently launched the first round of expert guidance services for key counties in the hazardous chemicals sector this year.
Each year, expert guidance services conduct two rounds of on-site support in 53 key counties nationwide that handle hazardous chemicals, leveraging a “point‑to‑area” approach to set benchmarks and drive progress, thereby bridging the “last mile” in workplace safety and underpinning stable conditions across the country. This round of expert guidance focuses on institutionalizing long‑term mechanisms, adhering to tailored, category‑specific approaches, advancing implementation, and addressing persistent challenges. With the dual priorities of preventing major safety risks and ensuring the effective execution of priority tasks, the initiative deepens enterprise‑level safety diagnostics and remediation through self‑assessments by companies, follow‑up reviews at the local level, and verification and guidance by expert teams. Based on the unique circumstances of each key county, measures are calibrated to provide demonstration‑driven leadership, targeted improvements, and comprehensive advisory support. Emphasis is placed on rectifying safety vulnerabilities in critical areas—such as major hazard sources, aging equipment, and chemical industrial parks—while strengthening inspection, guidance, and training to ensure that priority initiatives are first implemented in these key counties. Finally, a holistic assessment of hazardous‑chemical safety performance in each key county is conducted, with in‑depth identification of shortcomings and targeted recommendations to address gaps, thereby elevating overall safety standards and supporting high‑quality regional development.
At present, the expert advisory teams have been dispatched to various locations—including the Lingang Industrial Park in Cangzhou’s Bohai New Area in Hebei Province, the Huludao Economic Development Zone in Liaoning Province, Linzi District in Zibo, Shandong Province, Luzhou District in Changzhi, Shanxi Province, the Nangang Industrial Park in Tianjin’s Binhai New Area, and Fangshan District in Beijing—to carry out their work.
